Amend the amendment by inserting after Part X the following:

PART Y

Sec. Y-1. Decommissioning of state roads. The Commissioner of Transportation shall develop a proposal for decommissioning 20% of the state highways and state aid highways for the purpose of relieving the State of the maintenance, upkeep and plowing of those roads. The commissioner shall report to the Joint Standing Committee on Transportation no later than January 15, 2010 with the proposal as well as any necessary implementing legislation. The joint standing committee may submit legislation to the Second Regular Session of the 124th Legislature regarding the proposal.’

Amend the amendment by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

SUMMARY

This amendment requires the Commissioner of Transportation to submit a plan to the Joint Standing Committee on Transportation that decommissions 20% of the state highways and state aid highways for the purpose of relieving the State of the maintenance, upkeep and plowing of those roads.
