Fiscal Detail and Notes
	This amendment makes the effective date of this legislation contingent upon the enactment by the United States Congress of law specifying what documentation constitutes valid evidence for purposes of establishing legal presence.  This date is unknown, but is assumed to be sometime after the end of fiscal year 2008-09, eliminating the budgeted Highway Fund revenue of $3,051,375, and eliminates the Highway Fund allocation of $1,528,944  in fiscal year 2008-09.  If this Federal law is enacted, the Secretary of State would need to re-assess the cost of this legislation at that point in time.
