Fiscal Detail and Notes
Changing the taxation of other tobacco products will increase General Fund revenue by $4,261,329 in fiscal year 2008-09.  Maine Revenue Services will also require a one-time General Fund appropriation of $25,810 in fiscal year 2008-09 for taxpayer notification costs and computer programming.
This bill also includes an Other Special Revenue Funds allocation of $1,800,000 in fiscal year 2008-09 for the Department of Health and Human Services for the costs of one Comprehensive Health Planner II position, one Planning and Research Associate position, and other costs of the comprehensive cancer screening, detection and prevention fund program.  It is unclear if the Other Special Revenue Funds allocation is intended to be related to the General Fund revenue increase in other tobacco products.  If the intent of the bill is to fund the allocation from the General Fund, it will need to include transfer language from the General Fund to the Other Special Revenue Funds account.
