This bill directs
the Department of Marine Resources, through rule making, to institute a
system for the sale of soft-shell clams at landings by holders of commercial
shellfish, wholesale seafood, and retail seafood licenses. The Bureau of Marine Patrol within the
Department of Marine Resources will need an appropriation for a marine patrol
officer and technological support.
Without this appropriation, the Department indicates resources will
need to be shifted from existing enforcement efforts.
