Fiscal Detail and Notes
	This bill includes Fund For a Healthy Maine allocations to the Department of Education totaling $213,925 in fiscal year 2008-09 for the costs associated with this legislation.
	The bill includes a Fund for a Healthy Maine allocation of $178,925 in fiscal year 2008-09 to the School Breakfast program for the cost of reimbursing local school units who provide breakfasts to those eligible students for the cost of the breakfast that is currently being paid by the student.  This cost estimate is based on the following assumptions:  1) 3,408 students who are eligible for the reduced breakfast benefit participating in the reduced breakfast program; 2) federal per breakfast reimbursement for free breakfast benefits of $1.39; 3)  federal per breakfast reimbursement for reduced breakfast benefits of $1.09; 4) cost of breakfast for reduced breakfast benefit that is being paid by student of $0.30 ( $1.39 - $1.09; and 5) 175 school days.  The actual cost in fiscal year 2008-09 may be higher or lower depending on actual experience.
	The bill also includes a one-time Fund For a Healthy Maine allocation to the School Breakfast program within the Department of Education of $35,000 in fiscal year 2008-09 for the costs associated with making system modifications in order to reimburse local school units.
	Based on all enacted legislation through the end of the 1st Regular Session of the 123rd Legislature, as well as revenue forecasts through the March 2008 forecast and proposals in the Governor's 2008-2009 Supplemental Budget, the available balance in the Fund for a Healthy Maine at the end of fiscal year 2008-09 is expected to be $3,247,498.
