The Secretary of State's budget includes sufficient funds to accommodate one ballot of average length for the general election in November.  If the number or size of the referendum questions increase the ballot length, an additional appropriation of $8,000 or more may be required.
Fiscal Detail and Notes
This legislation allows an entity that is licensed to operate a commercial track and that operated such a track in 2006 to apply for a license to operate up to 1,500 slot machines.  The slot machines may be operated only in areas through which runs the railroad line from Portland to the New Hampshire border overseen by the Northern New England Passenger Rail Authority or the railroad line which runs from Portland to Westbrook, Gorham, Standish and Fryeburg to the New Hampshire border, known as the Mountain Division rail line.  It is subject to approval by the voters at referendum, and it is also subject to municipal approval.  Assuming approval by the voters and by the municipality, and assuming start up during fiscal year 2009-10 with 475 slot machines (consistent with the existing racino in Bangor), General Fund revenues could be increased in fiscal year 2009-10 by approximately $3,500,000, and Other Special Revenue Funds revenues by approximately $7,000,000.  General Fund costs related to oversight by the Gambling Control Board in 2009-10 would increase by approximately $300,000.
