The
mandated activities required by the bill are funded by the state up to
$40,000 per municipality. The state
costs will be reimbursed by a $40,000 fee charged to permit applicants to be
paid to the State Planning Office. The
State Planning Office will need a base allocation of $500 to establish an
Other Special Revenue Funds account to collect and disburse the fees. As the 100% reimbursement exceeds the 90%
required to reimburse local units of government for activities mandated by
the state under 30-A MRSA § 5685(2), no mandate preamble is needed for this
bill. |
