Correctional and Judicial Impact Statements
Establishes new Class D crimes.  Sentences for a Class D crime must be served in a County Jail.  The average cost to a county for each Class D sentence is $6,795 based on an average length of stay of 62 days.  The collection of additional fines may also increase General Fund revenue by minor amounts.
Fiscal Detail and Notes
This legislation establishes a Freshwater Resource Board within Title 38, section 410-R to ensure an adequate supply of useable groundwater for Maine citizens and to protect the quality of our state's water.  The board is authorized to hire staff, establish offices, set fees and perform other duties to carry out the purposes of this act.  This bill will require a General Fund appropriation to the Department of Environmental Protection of $457,027 in fiscal year 2007-08, $575,641 in fiscal year 2008-09, $591,888 in fiscal year 2009-10 and $607,453 in fiscal year 2010-11 for four Hydrogeologists, a Director position, expenses for investigations, contracts, office space and other miscellaneous expenses.  Any projected revenue to be received from the establishment of fees set forth in the bill cannot be estimated at this time.
