|
This
bill establishes a Waste Motor Oil Site Remediation Program within which is
created the Waste Motor Oil Fund and the Waste Motor Oil Revenue Board to be
administered by the Finance Authority of Maine. Increasing the Finance Authority of Maine's
revenue obligation securities limit by $30,000,000 extends the moral
obligation of the State. The Finance
Authority of Maine will require a one-time General Fund appropriation of $31,300
in fiscal year 2007-08 for the initial costs of administering the Waste Motor
Oil Revenue Fund. The Finance
Authority of Maine will require General Fund appropriations of $7,000 per
year beginning in fiscal year 2008-09 for the ongoing operating costs of
administering the fund. Although this
legislation provides that monies in the Fund may be used to pay reasonable
operating costs of the board including independent counsel, computer
services, staff and clerical assistance, it is unclear whether ongoing
administrative functions such as those related to the appeal process are
included. |

Additional costs
related to the proposed remediation program can be absorbed by the
Departments of Environmental Protection, Transportation and Public Safety
utilizing existing budgeted resources. |
