Including children's services caseworkers, including child protective workers, supervisors and program administrators working in the Department of Health and Human Services on or hired by July 1, 2007 in the 1998 Special Plan on a prospective basis only would result in an increase in the normal cost component of the employer retirement rate for this group of members of .75% of payroll, or from 5.75% to 6.50% effective July 1, 2007. | ||||||
Adding this group of employees to the 1998 Special plan on a retroactive basis will result in an unfunded liability to the Maine State Retirement System. Pursuant to the Constitution of Maine, Article IX, Section 18-A, unfunded liabilities may not be created except those that result from experience losses. The Maine State Retirement System will require one-time General Fund appropriations and Federal Expenditure Funds allocations, the amounts of which can not be determined at this time, representing the full actuarial value of the increase to the unfunded liability resulting from this provision. |
