This legislation
will require an Other Special Revenue Funds allocation to the Legislature in
the amount of $304,510 in fiscal year 2007-08 in the event that outside funds
are received to fully fund the costs of the commission. This allocation includes $300,000 to
contract with an external consultant to conduct the comprehensive analysis of
State Government as well as the per diem and general operating expenses of
the commission. OPEGA estimates that
the project would also require assigning approximately 3 OPEGA staff
full-time for the duration of the project and could also significantly impact
the ability and flexibility of the Government Oversight Committee in
directing OPEGA to perform other reviews during this time period. If sufficient outside funding is not
received by September 15, 2007 to fully fund all costs of the commission, no
meetings are authorized and no expenses may be incurred. |

Additional costs
to the Maine Development Foundation to serve on the Commission can be
absorbed within existing budgeted resources. |
