This legislation
includes a General Fund appropriation of $1,000,000 to the Office of Program
Evaluation and Government Accountabiltiy in fiscal year 2007-08 to commission
a study to analyze MaineCare's finances.
According to OPEGA's review of the scope of the study, it is estimated
that a General Fund appropriation of $375,000 would be enough to cover the
2500 hours of work by an independent external analyst. Also, approximately 600 hours of OPEGA
staff resources will be required to prepare and distribute the RFP, select
the vendor, monitor the vendor's work and prepare a final report. These costs can be absorbed within OPEGA's
existing budgeted resources provided that the combination of this project
with other mandated efforts does not exceed existing resource capacity. The ability and flexibility of the
Government Oversight Committee to direct OPEGA to perform other reviews
during this time period may also be reduced. |
