This
amendment decreases the number of slot machines a federally-recognized Indian
tribe that operates high-stakes beano can operate from 400 to 100, and limits
the days those machines can be operated to weekends that the tribe is
licensed to and conducts high stakes beano.
Although the committee amendment had allowed 400 machines and did not
limit their operation to beano days, the fiscal note for it, in accordance
with the proposed start-up plan, had assumed 100 machines operating only on
beano days through the time horizon expressed above. Therefore, making these restrictions
statutory by this floor amendment will not change the fiscal impact expressed
by the committee amendment through FY 2010-11. The subsequent years, however, would have
grown in revenue as the number of machines would have risen to 400, assuming
demand would have warranted such growth.
This floor amendment would prevent such future growth. |

Decreasing the
distribution of net slot machine income from 38% to 22% will increase the
amount received by the licensee and decrease various Other Special Revenue
Funds amounts by a total of $116,640 annually beginning in fiscal year
2009-10. This change will not affect
the General Fund. |
