This legislation allows certain discharges of oil to take place that will not be subject to fines or civil penalties if certain proposed requirements are implemented. The Department of Environmental Protection indicates that this legislation may increase the number of spills that are not properly cleaned up and potentially could lead to an overall increase in the amount of oil discharged into Maine's environment. The department feels that this could lead to additional disbursements from the Maine Coastal and Inland Oil Clean-up Fund and the Ground Water Oil Clean-up Fund. The amounts can not be determined at this time. |
