|
Expanding the
timeframe for a child who is already receiving free, appropriate public
education through the Child Development Services system to become eligible to
continue to receive those services if the child's parents choose not to
enroll the child in kindergarten until the following school year by 2 months
will result in a net General Fund savings of $16,190 in fiscal year
2008-09. This fiscal note assumes that
15 additional children will be eligible in fiscal year 2008-09 and that half
of those children will be MaineCare eligible.
The actual fiscal impact of this measure may be higher or lower
depending on actual experience. |

The Child
Development Services program within the Department of Education will require
a General Fund appropriation of $29,756 in fiscal year 2008-09 to provide
services to those additional children who are not MaineCare eligible. The MaineCare program within the Department
of Health and Human Services will require a General Fund appropriation of
$7,644 in fiscal year 2008-09 for the State's share of providing services to
the additional MaineCare eligible children.
The MaineCare program will also require a Federal Expenditures Fund
allocation of $22,112 in fiscal year 2008-09 for the federal match. |

This legislation
is anticipated to reduce the total cost of K-12 public education by $97,436
in fiscal year 2008-09 as a result of parents of the additional eligible
children choosing not to enroll their child in kindergarten until age 6. The General Purpose Aid for Local Schools
program within the Department of Education will require a General Fund
deappropriation of $53,590 in fiscal year 2008-09 to recognize the state's
share of the savings to local school units from the delayed entry into
kindergarten. |
