The requirement
that those school personnel whose employment requires the approval of the
Department of Education must receive a written job performance evaluation
before the end of the first year of employment and that a school board must
establish resonable criteria and job performance standards to be used in the
perfomance evaluation represents a state mandate pursuant tot he Constitution
of Maine. The additional local costs
can not be determined at this time but may be significant. Unless General Fund appropriations are
provided to fund at least 90% of the additional costs of a Mandate Preamble
is amended to the bill and two-thirds of the members of each House vote to
exempt this mandate from the funding requirement, the local school
administrative units may not be required to implement these changes. |
