| Restricting specific property that is subject to eminent domain proceedings to the absolute minimum needed may increase litigation and delay costs to the Highway Fund incurred by the Department of Transportation. Reducing the amount paid by a former owner to reacquire property taken by eminent domain may reduce revenue received by the department. The amounts will depend on the number and type of eminent domain proceedings that take place and cannot be determined at this time. | ||||||
