An Act To Repeal the Ban on the Sale and Furnishing of Hard Snuff
Emergency preamble. Whereas, acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, Public Law 2007, chapter 467 banned the sale of hard snuff effective September 20, 2007; and
Whereas, hard snuff may act as a risk reduction product for smokers and can be effective for persons seeking to curb or stop their smoking of tobacco; and
Whereas, the ban on hard snuff could lead to increased dependence on tobacco and decreased public health; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,
Sec. 1. 22 MRSA §1560-A, as enacted by PL 2007, c. 467, §2, is repealed.
Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.
