Resolve, Directing the Treasurer of State To Convene a Study Commission To Develop Recommendations To Improve the Administration of the State-Municipal Revenue Sharing Program

Sec. 1. Convene study group. Resolved: That the Treasurer of State shall convene a study group that is charged with reviewing the distribution of revenue sharing and proposing recommendations to improve the administration of the state-municipal revenue sharing program. In particular, the study group shall examine the relationship between changes in revenue-sharing and the effect on the municipality's property tax levy limit. The study commission shall complete its review and finalize its recommendations, including any necessary implementing legislation, no later than December 1, 2007; and be it further

Sec. 2. Report. Resolved: That the Treasurer of State shall submit the report conducted pursuant to section 1, together with recommendations and any necessary implementing legislation, to the Joint Standing Committee on Appropriations and Financial Affairs no later than December 15, 2007. Following receipt and review of the report and recommendations, the joint standing committee may submit legislation to the Second Regular Session of the 123rd Legislature.
