An Act To Allow Manicurists and Pedicurists To Do Nails for the Elderly
Be it enacted by the People of the State of Maine as follows:
Sec. 1. 32 MRSA §14212, sub-§2-A is enacted to read:
2-A. Rules for manicuring and pedicuring the elderly. No later than July 1, 2008, the board shall adopt, in accordance with the Maine Administrative Procedure Act, rules to establish minimum training standards for manicuring or pedicuring the nails of the elderly. The training standards must be designed to meet standards required for insurance reimbursement for nail services to the elderly or infirm. In the rules the board may require specialized training for an individual to provide manicure or pedicure services to the elderly. The board shall develop and furnish certificates to licensees that have met these training standards. Rules adopted pursuant to this subsection are major substantive rules as defined in Title 5, chapter 375, subchapter 2-A.

This bill would require the Board of Barbering and Cosmetology to adopt rules to establish minimum training standards for manicurists and pedicurists that would allow them to work on the nails for the elderly and qualify for insurance reimbursement.
