Resolve, To Impose a Moratorium on the Acceptance or Processing of an Application To Increase or Revise Licensing of New or Existing Incineration Facilities

Sec. 1. Incinerator moratorium. Resolved: That, prior to July 1, 2008, the Department of Environmental Protection may not accept or process an application:

1. For a new incineration facility; or

2. To increase the capacity or amend the license of an existing incineration facility.
