An Act To Establish a Complimentary Moose Permit Drawing for 100% Disabled Veterans

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 12 MRSA §10853, sub-§14 is enacted to read:

14. Resident disabled veteran moose permit. The commissioner shall establish a special complimentary moose hunting permit drawing for resident disabled veterans. The commissioner shall enter an applicant's name in the drawing if the commissioner determines the applicant is a resident disabled veteran and is not otherwise ineligible to hold a moose hunting permit. For the purposes of this subsection, "resident disabled veteran" means a person who:

A. Is a resident as defined in section 10001, subsection 53;

B. Is a veteran as defined in Title 37-B, section 505, subsection 2, paragraph A, subparagraph (3); and

C. Has a service-connected disability evaluated at 100% as a result of honorable military service and who has served in a combat zone during any armed conflict in which participants were exposed to war-risk hazards as defined in 42 United States Code, Section 1711 (b).

Each application must be accompanied by satisfactory evidence that the applicant meets the requirements of this subsection. A person issued a complimentary moose hunting permit under this subsection is subject to all applicable laws and rules adopted pursuant to this Part.

The commissioner shall determine the number of moose hunting permits issued under this subsection but the number issued may not exceed 2% of the total moose hunting permits issued annually pursuant to section 11551.

SUMMARY

This bill establishes a special complimentary moose permit drawing for resident veterans who are 100% disabled and served in a combat zone. It authorizes the Commissioner of Inland Fisheries and Wildlife to determine the number of permits to be allotted for the special drawing but limits the number to no more than 2% of the total number of permits issued annually during the regular moose permit drawing.
