Resolve, To Require the Emergency Services Communication Bureau To Send E-9-1-1 Changes of Address Information to State Licensing Agencies

Emergency preamble. Whereas,  acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and

Whereas,  the E-9-1-1 change of address implementation has made it more difficult for some licensing agencies to effectively provide timely renewal of certain licenses; and

Whereas,  the timely renewal of licenses is critical to the livelihoods of many Maine citizens; and

Whereas,  in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore, be it

Sec. 1. Emergency Services Communications Bureau report to certain state agencies regarding E-9-1-1 address changes. Resolved: That the Director of the Emergency Services Communication Bureau within the Public Utilities Commission shall provide E-9-1-1 change of address information to state agencies that issue licenses, permits or registrations. The E-9-1-1 information provided to applicable agencies pursuant to this section must include E-9-1-1 changes of address that have occurred since the implementation of the E-9-1-1 emergency system under the Maine Revised Statutes, Title 25, section 2926.

Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.

This resolve requires the Director of the Emergency Services Communication Bureau within the Public Utilities Commission to provide a list of E-9-1-1 changes of address to state agencies that issue licenses, permits or registrations.
