An Act To Provide Representation by a Mechanic or Installer on the Manufactured Housing Board

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 10 MRSA §9003, sub-§1,  as amended by PL 1993, c. 642, §10, is further amended to read:

1. Established.   The Manufactured Housing Board, established by Title 5, section 12004-A, subsection 22 and located within the Department of Professional and Financial Regulation, has the responsibility of administering and enforcing this chapter. The board consists of 9 10 members appointed by the Governor.

Sec. 2. 10 MRSA §9003, sub-§2, ¶G,  as repealed and replaced by PL 1995, c. 462, Pt. A, §26, is amended to read:

G.  One member who is a builder of manufactured housing; and

Sec. 3. 10 MRSA §9003, sub-§2, ¶H,  as repealed and replaced by PL 1995, c. 462, Pt. A, §26, is amended to read:

H.  One member with a minimum of 2 years of practical experience in building code administration and enforcement and with current employment as a code enforcement officer . ; and

Sec. 4. 10 MRSA §9003, sub-§2, ¶I  is enacted to read:

I One member who is a mechanic or installer.

Sec. 5. 10 MRSA §9003, sub-§7,  as amended by PL 1991, c. 391, §1, is further amended to read:

7. Meetings.   Five Six members of the board constitute a quorum. The board shall meet at the written request of the director or of a majority of the members of the board. The board shall determine the time and place of meetings. At least 6 meetings per calendar year must be held.

This bill expands the membership of the Manufactured Housing Board from 9 to 10 members in order to provide for the appointment of a licensed installer or mechanic to the board. The bill also changes the quorum from 5 to 6 to reflect the additional member on the board.
