An Act To Support New Drivers
Be it enacted by the People of the State of Maine as follows:
Sec. 1. 29-A MRSA §1304, sub-§1, ¶J is enacted to read:
J. A motor vehicle operated by a permittee must display a placard indicating that the driver is a student driver. The bureau shall adopt rules governing the use, design and wording of the placard. Rules adopted pursuant to this paragraph are routine technical rules as defined in Title 5, chapter 375, subchapter 2-A.

This bill requires that a motor vehicle driven by a person who has a learner's permit must have a placard on it indicating that the driver is a student driver. The bill also requires the Department of the Secretary of State, Bureau of Motor Vehicles to establish rules governing the use of the placard.
