An Act To Simplify Wireless Telecommunications

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 35-A MRSA §7102, sub-§4  is enacted to read:

4.  Area code.   "Area code" means the 3-digit number that identifies a numbering plan area within the North American Numbering Plan as defined in 47 Code of Federal Regulations, Section 52.5 (2005).

Sec. 2. 35-A MRSA §8903  is enacted to read:

§ 8903.  Area code dialing requirements

To the extent permitted under federal law, the commission may exercise jurisdiction, control and regulation over mobile telecommunications services for the purpose of preventing providers of mobile telecommunications services from requiring subscribers to dial the area code to complete a call to a telephone number within the same area code.

This bill authorizes the Public Utilities Commission, to the extent permitted under federal law, to prevent providers of mobile telecommunications services from requiring subscribers to dial the area code when making in-state telephone calls.
