Amend the amendment in section 1 in subsection 2-A by inserting at the end the following new sentence: ' For purposes of this subsection, the possession by an applicant for 20 or more consecutive years of a valid license issued under this chapter constitutes valid documentary evidence of legal presence in the United States.'

Amend the amendment by striking out all of section 11 and inserting the following:

‘Sec. 11. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides an allocation for additional staff, computer development and programming and additional costs to implement enhanced security measures for issuing driver's licenses.
