Amend the amendment by striking out the substitute title and replacing it with the following:
‘Resolve, To Direct the Department of Inland Fisheries and Wildlife To Allow Maine Residents To Renew Their Watercraft Registrations Online and To Direct the State Controller To Make Certain Transfers’
Amend the amendment by inserting before section 2 the following:
‘Sec. 2. Transfer; Department of Inland Fisheries and Wildlife carrying account; working capital advance for Swan Island. Resolved: That the State Controller shall transfer $21,786 no later than August 1, 2008 from the Department of Inland Fisheries and Wildlife carrying account to the Resource Management Services - Inland Fisheries and Wildlife, Other Special Revenue Funds account to provide cash as a working capital advance for the operation of Swan Island. In fiscal year 2008-09, the State Controller shall transfer revenue credited to the Resource Management Services - Inland Fisheries and Wildlife, Other Special Revenue Funds account within the Department of Inland Fisheries and Wildlife pursuant to the Maine Revised Statutes, Title 12, section 12701, subsection 4 to the Department of Inland Fisheries and Wildlife carrying account until the $21,786 working capital advance has been repaid; and be it further’
Amend the amendment by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

This amendment transfers funds from an account in the Department of Inland Fisheries and Wildlife to provide cash as a working capital advance for the operation of Swan Island. The capital advance will be paid back using the fees charged for admission to the Maine Wildlife Park and the Steve Powell Wildlife Management Area at Perkins Township, Sagadahoc County, known as Swan Island and Little Swan Island.
