Amend the resolve by striking out the title and substituting the following:
‘Resolve, To Direct the Department of Inland Fisheries and Wildlife To Allow Maine Residents To Renew Their Watercraft Registrations Online’
Amend the resolve in section 1 in the 2nd line (page 1, line 2 in L.D.) by striking out the following: "of registering watercraft" and inserting the following: 'that provides the option of renewing a watercraft registration'
Amend the resolve in section 1 in the last line (page 1, line 4 in L.D.) by inserting after the following: "vehicles." the following: 'The Department of Inland Fisheries and Wildlife shall charge a fee that is in addition to the regular registration fee to cover both its administrative costs for the online registration of watercraft and, to the extent possible, merchant fees that would otherwise be charged on the excise tax to ensure municipalities do not lose excise tax revenue because of the online registrations; and be it further'
Amend the resolve by inserting after section 1 the following:
‘Sec. 2. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

Initiative: Appropriates funds for labor, agent fees, merchant fees and postage for processing online watercraft registrations.

summary
This amendment clarifies that the online registration of watercraft should be available only for renewing watercraft registrations and directs the Department of Inland Fisheries and Wildlife to recoup its administrative costs for providing online registration and, to the extent possible, merchant fees charged on the excise tax to ensure municipalities do not lose excise tax revenue because of the online registrations.
