‘ 4. Application. This section does not affect or apply to notarial acts performed before September 1, 2008.’

Amend the bill in section 1 in §954-A by striking out all of subsection 4 (page 2, lines 4 and 5 in L.D.) and inserting the following:
Amend the bill by inserting after section 1 the following:
‘Sec. 2. 4 MRSA §954-B is enacted to read:
§ 954-B. Notarizing own signature
A notary public may not notarize that notary public's own signature.
Sec. 3. Application. A notarial act performed by a notary public for a person listed in the Maine Revised Statutes, Title 4, section 954-A, subsection 1 is not a conflict of interest if performed before September 1, 2008.
Sec. 4. Effective date. This Act takes effect September 1, 2008.’
SUMMARY
This amendment prohibits a notary public from notarizing that notary public's own signature. It also adds an effective date of September 1, 2008.
