An Act To Reestablish the Committee for the Training of Firefighters and To Clarify the Law Governing the Maine Fire Training and Education Program
Be it enacted by the People of the State of Maine as follows:
Sec. 1. 5 MRSA §12004-I, sub-§9-A is enacted to read:

Sec. 2. 20-A MRSA §9000, sub-§1, as enacted by PL 1987, c. 124, §2 and amended by PL 1989, c. 878, Pt. I, §12, is further amended to read:
1. President. "President" means the president President of the system Southern Maine Community College.
Sec. 3. 20-A MRSA §9002-A is enacted to read:
The Committee for the Training of Firefighters, established in Title 5, section 12004-I, subsection 9-A, and referred to in this section as "the committee," shall advise the president in the administration of the Maine Fire Training and Education Program.
1. Establishment. The president shall appoint a 17-member advisory committee as follows: A. One municipal chief, one call chief and one volunteer chief recommended by the Maine Fire Chiefs' Association or its successor organization;
B. One municipal firefighter, one call firefighter and one volunteer firefighter recommended by the Maine State Federation of Firefighters or its successor organization;
C. One city or town manager and one municipal officer recommended by the Maine Municipal Association or its successor organization;
D. One member of an industrial or institutional fire brigade recommended by the Maine Safety Council or its successor organization;
E. One representative from the field of insurance recommended by the Maine Insurance Agents Association or its successor organization;
F. Two members recommended by a statewide council of firefighters;
G. One member of the general public;
H. Two members recommended by the Southern Maine Community College fire science department; and
I. Two members recommended by the president representing the fire community at large.
2. Term of office. Members serve 3-year terms.
3. Chair. The committee shall elect a member to serve as chair.
4. Compensation. Members of the committee are entitled to receive reimbursement of necessary expenses as authorized by Title 5, chapter 379.
5. Nonvoting representative. The system's fire administrator for state fire training and education is a nonvoting representative of the system at meetings of the committee.
SUMMARY
This bill reestablishes the Committee for the Training of Firefighters, which was repealed by Public Law 1993, chapter 252. In addition, this bill clarifies that the President of Southern Maine Community College administers the Maine Fire Training and Education Program.
