Amend the bill by striking out all of section 2 and inserting the following:

‘Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funds that will be transferred by the State Controller to the newly created Marine Fisheries Stock Enforcement Fund.
