‘Sec. 1. 5 MRSA §8052-A  is enacted to read:

§ 8052-A.  Public hearing required before restriction or expansion of access to inland waters is made

A state agency shall hold a public hearing on a state agency proposal to restrict or expand public access to inland waters that was in existence on July 31, 2008. This public hearing must be held near the location of the proposed restriction or expansion.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.
