An Act To Require Legislative Review of Rules Governing the Requirements for Local Support Systems Required as Part of the Certification Process of Educational Personnel

Sec. 1. 20-A MRSA §13015, sub-§6  is enacted to read:

Sec. 2. Rulemaking suspended. All rulemaking by the Department of Education, State Board of Education pursuant to the Maine Revised Statutes, Title 20-A, §13015 that is not of a major substantive rule pursuant to Title 5, chapter 375, subchapter 2-A is suspended.

This bill requires rules adopted by the Department of Education, State Board of Education concerning support systems required as part of the certification of educational personnel be major substantive rules under the Maine Administrative Procedure Act and suspends all rulemaking of a rule that is not a major substantive rule.
