Amend the bill by inserting after the title and before the enacting clause the following:
‘Emergency preamble. Whereas, acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, appropriate penalties for violations of the harness racing statutes are essential to maintaining the integrity of the industry; and
Whereas, most racing occurs in the summer months; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,’
Amend the bill in section 1 in §280 in the first line (page 1, line 4 in L.D.) by striking out the following: " §280. Use of drugs or appliance; veterinarian" and inserting the following: ' §280. Use of drugs or appliances; prearrangement of results; veterinarian'
Amend the bill in section 1 in §280 in subsection 2 in the 2nd line (page 1, line 13 in L.D.) by striking out the following: " connivance" and inserting the following: ' collusion'
Amend the bill by adding before the summary the following:
‘Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.’
SUMMARY
This amendment, like Committee Amendment "A", makes the bill an emergency and expands a headnote but also clarifies a term.
This amendment also allows attachment of a revised fiscal note.
