An Act To Allow and Regulate Additional Pari-mutuel Wagering at Commercial Tracks
Be it enacted by the People of the State of Maine as follows:
Sec. 1. 8 MRSA §275-B, sub-§3 is enacted to read:
3. Live, simulcast or replayed races. A commercial track may sell pari-mutuel pools on live, simulcast or replayed horse races using technology determined by the commission by rule as being most beneficial to the industry. Technology allowed under this subsection must allow telephone account wagering. Rules adopted to govern telephone account wagering pursuant to this subsection are major substantive rules as defined in Title 5, chapter 375, subchapter 2-A.
Sec. 2. 8 MRSA §275-B, sub-§4 is enacted to read:
4. Lucky seven. Lucky seven or similar sealed tickets may be sold by a commercial track when that game of chance is licensed by the Chief of the State Police. Lucky seven games may be conducted as long as a valid license certificate is properly displayed and only during those times when a commercial track is licensed to accept pari-mutuel wagers. Twenty-five percent of the gross profit from the sale of lucky seven tickets must be forwarded to the commission for deposit into the Animal Welfare Fund established by Title 7, section 3906-B, subsection 2. Money deposited in the Animal Welfare Fund pursuant to this subsection must be used by the Department of Agriculture, Food and Rural Resources for the welfare of equines notwithstanding Title 7, section 3906-B, subsection 2.
