Amend the amendment in subparagraph (3) in the first line (page 1, line 13 in amendment) by striking out the following: "only" and inserting the following: ' only' and by inserting after the following: "plain" the following: ' or colored'
Amend the amendment in subparagraph (3) in the 2nd line (page 1, line 14 in amendment) by striking out the following: "not" and inserting the following: ' not' and by striking out the following: "any" and inserting the following: ' any'
Amend the amendment by adding at the end the following:
'Amend the bill by inserting after section 3 the following:
‘Sec. 4. Application; existing ordinance. If an ordinance regulating changeable signs is in effect on the effective date of this Act, that ordinance continues in effect and is not superseded by the changes made in this Act.
Amend the bill by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.'

This amendment clarifies Committee Amendment "B" so that graphic, pictorial or photographic images are generally allowed on either a plain or colored background on a changeable sign unless a municipal ordinance does not allow those elements.
