Amend the bill in section 2 in paragraph B by striking out all of subparagraph (3) (page 2, lines 1 and 2 in L.D.) and inserting the following:
‘(3) May consist only of alphabetic or numeric text on a plain background and may not include any graphic, pictorial or photographic images unless the municipality in which the sign is located adopts an ordinance to the contrary and notifies the Department of Transportation in writing of that ordinance. If a municipal ordinance is adopted, the municipality is responsible for the administration of that ordinance.
SUMMARY
The amendment, which is the majority report of the Joint Standing Committee on Transportation, clarifies that a changeable sign may consist only of alphabetic or numeric text on a plain background and may not include any graphic, pictorial or photographic images unless the municipality in which the sign is located adopts an ordinance to the contrary. Administration of the ordinance is the responsibility of the municipality.
