‘Resolve, Directing the Commissioner of Economic and Community Development To Convene a Working Group To Advance the Redevelopment of Mill Buildings’
Amend the bill by striking out everything after the title and inserting the following:
‘Sec. 1. Working group. Resolved: That the Commissioner of Economic and Community Development shall appoint members to a working group to advance the redevelopment of mill buildings. Members of the working group must include representatives of the Department of Economic and Community Development; the Maine Historic Preservation Commission; the Executive Department, State Planning Office; the Department of Public Safety, Office of the State Fire Marshal; and the Department of Administrative and Financial Services, Bureau of Revenue Services. The working group shall evaluate options to encourage the redevelopment of significant but not historic mill buildings. The working group must review the obstacles to mill redevelopment including building code issues and the availability of federal grants or tax credits, including the credit for qualified rehabilitation expenditures as defined in Section 47 of the Internal Revenue Code; and be it further
Sec. 2. Reporting date established. Resolved: That the Commissioner of Economic and Community Development shall report the working group’s findings, including any funding recommendations, to the Joint Standing Committee on Taxation and the Joint Standing Committee on Business, Research and Economic Development by February 1, 2008.’
SUMMARY
This amendment replaces the concept draft and requires the Commissioner of Economic and Community Development to establish a working group to evaluate options to encourage the redevelopment of mill buildings. The working group must submit its findings by February 1, 2008.
