An Act To Expand Jurisdictions of Municipal Housing Authorities
Be it enacted by the People of the State of Maine as follows:
Sec. 1. 30-A MRSA §4722, sub-§1, ¶F, as enacted by PL 1987, c. 737, Pt. A, §2 and Pt. C, §106 and amended by PL 1989, c. 6; c. 9, §2; and c. 104, Pt. C, §§8 and 10, is further amended to read:
F. Act as the public agency of the State for the purpose of accepting federal funds or other assistance, or funds or other assistance from any other source, in relation to housing activity in those areas and for those projects authorized under section 4741, subsection 2 and other relevant provisions of this chapter , except that municipal authorities have exclusive jurisdiction to administer federal funds for tenant-based housing assistance payments pursuant to 42 United States Code, Section 1437f, for projects authorized under section 4741, subsection 2;
Sec. 2. 30-A MRSA §4741, sub-§8-A is enacted to read:
8-A. Federal funds. Within its area of operation and within the boundaries of contiguous communities, to accept federal funds for the administration of tenant-based housing assistance payments pursuant to 42 United States Code, Section 1437f, for those projects authorized under subsection 2;

This bill provides municipal housing authorities with the exclusive authority to administer federal funds within their areas of operation and within the boundaries of contiguous communities for the operation and management of housing projects.
