‘Emergency preamble. Whereas, acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, the Highway Fund allocation to the Department of Transportation to study the feasibility of locating a new bridge in the St. David area is to take place in fiscal year 2007-08; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,
Sec. 1. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Allocates funds on a one-time basis to study the feasibility of locating a new bridge in the St. David area. Any unspent funds not needed for the costs of the study are to be used for the costs of an environmental impact study required by the federal National Environmental Policy Act of 1969.
