Amend the amendment in Part XXXX by inserting after section 46 the following:

Sec. XXXX-47. Exemption for Hancock County; school year 2007-2008. Notwithstanding any provision of this Part to the contrary, Hancock County is exempt from the regional school unit formation requirements and is not subject to the reductions in allocations for system administration as specified in the Maine Revised Statutes, Title 20-A, section 15680, subsection 1, paragraph A, for operation and maintenance of plant as specified in Title 20-A, section 15680, subsection 1, paragraph B, for special education costs as specified in Title 20-A, section 15681-A, subsection 2-A and for transportation costs as specified in Title 20-A, section 15681-A, subsection 3-A.

Sec. XXXX-48. Implementing legislation. No later than January 8, 2008, the Commissioner of Education shall submit legislation to the Joint Standing Committee on Education and Cultural Affairs that exempts Hancock County from the regional school unit formation requirements and the reductions in allocations for system administration as specified in the Maine Revised Statutes, Title 20-A, section 15680, subsection 1, paragraph A, for operation and maintenance of plant as specified in Title 20-A, section 15680, subsection 1, paragraph B, for special education costs as specified in Title 20-A, section 15681-A, subsection 2-A and for transportation costs as specified in Title 20-A, section 15681-A, subsection 3-A. The committee shall submit emergency legislation based on the commissioner's legislation to the Second Regular Session of the 123rd Legislature that implements the exemption of Hancock County for school years beginning on or after July 1, 2008.’

Amend the amendment by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

This amendment exempts Hancock County from the regionalization requirements and the decreases in funding for administration, special education, maintenance and transportation costs for the 2007-2008 school year.

The commissioner is required to submit legislation that implements the exemption for Hancock County.
