An Act To Provide Funding for the Drinking Water Program
Emergency preamble. Whereas, acts of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, the 90-day period may not terminate until after the beginning of the next fiscal year; and
Whereas, one-time funding for grants and loans for public drinking water improvements is needed prior to June 30, 2007 in order to match federal grants for this purpose; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,
Sec. 1. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Appropriates funds on a one-time basis for grants and loans for public drinking water improvements. These funds will be matched by $8,300,000 in federal funds.

Emergency clause. In view of the emergency cited in the preamble, this Act takes effect when approved.
SUMMARY
This bill makes a one-time General Fund appropriation of $1,660,000 in fiscal year 2006-07 to match 20% of an $8.3 million federal grant for public drinking water improvements.
