Allowing
any Maine citizen to elect to participate in the State Employee Health Plan
(SEHP) would have a significant fiscal impact on the Plan that cannot be
determined at this time. In addition to the administrative costs of
implementing and operating this expansion of the Plan, there would be
additional costs to the Plan from the additional risk it would assume for
this expansion population. Even if the
incremental costs of the expansion could be offset by premiums paid by the
expansion population, the expansion could result in additional reserve and
stop-loss insurance requirements for the Plan as a whole. |
