increase in the number of highway projects that are eligible for a noise
abatement project is likely to increase Highway Fund costs of the Department
of Transportation. The amounts will depend on the number of eligible projects
and the circumstances of each eligible project and can not be determined at
this time. In addition, establishing
an inflation figure for the cost limit for eligible noise abatement projects
