This
bill includes a General Fund appropriation in the amount of $2,000,0000 in
fiscal year 2006-07 for the Commission on Governmental Ethics and Election
Practices to assure sufficient funding for the Maine Clean Election Fund to
cover anticipated expenses in the 2006 general elections. |

|
The bill
also specifies that "these funds" be transferred to the Maine Clean
Election Fund, Other Special Revenue Funds account. If the intent is to provide $2,000,000 to
the program both an appropriation and transfer language are not necessary and
the bill could be amended to eliminate the appropriation and transfer
$2,000,000 from the General Fund unappropriated surplus to the Maine Clean
Election Fund. The General Fund
appropriation is not necessary if the transfer is specified in this manner. |
