This
legislation may result in fewer independent contractors being eligible for
unemployment benefits beginning in fiscal year 2006-07. The number of independent contractors that
may be affected as well as the impact on the Unemployment Compensation Trust
Fund can not be determined at this time.
Because quarterly reports currently filed by employers do not
distinguish between employees and independent contractors, the Department of
Labor will need to gather additional data in order to estimate the reduction
in contributions and benefit payments as well as the impact on future
contribution rate schedules. |
