	The Secretary of State's budget includes sufficient funds to accommodate one ballot of average length for the general election in November. If the number or size of the referendum questions increases the ballot length, an additional appropriation of $8,000 or more may be required.  A special election would require an additional appropriation of $121,392.
Fiscal Detail and Notes
	Removing the provision of the legislation that allows the Commission on Governmental Ethics and Election Practices to keep all of the lobbyist registration fees that it collects will eliminate the estimated annual loss of $55,000 in General Fund revenue and an equivalent gain of the same amount in dedicated revenue that was to begin in fiscal year 2006-07.
