	The Secretary of State's budget includes sufficient funds to accommodate one ballot of average length for the general election in November. If the number or size of the referendum questions increases the ballot length, an additional appropriation of $8,000 or more may be required.  A special election would require an additional appropriation of $121,392.
Fiscal Detail and Notes
	Beginning in fiscal year 2006-07, allowing the Commission on Governmental Ethics and Election Practices to keep all of the lobbyist registration fees that it collects as Other Special Revenue Funds revenue will result in the estimated annual loss of $55,000 in General Fund revenue and  an equivalent gain of the same amount in dedicated revenue.
