This
legislation will result in the State being out of conformity with section
303(f) of the Social Security Act.
Being out of conformity with this Act would jeopardize the State's
employment security administrative grants. The Bureau of Unemployment
Compensation received $13,100,000 in administrative grants in 2005-2006.
Other employment security programs within the Department of Labor, including
the Bureau of Employment Services and the Division of Labor Market Information
Services could also lose administrative funding. Federal funding for programs administered
by the Department of Health and Human services may also be affected. |

|
This bill will
reduce General Fund revenue by $315,000 annually beginning in fiscal year
2006-07 from the reduced collection of outstanding fines by the Judicial
Department through the tax-offset program. |

|
The additional
costs associated with enforcing this legislation can be absorbed by the
Department of the Attorney General utilizing existing budgeted resources |
|
|
|
|
|
|
|
|
|
|
|
|
|
|
Eliminating
Maine Revenue Services' ability to use social security numbers will have a
major impact on the bureau's tax enforcement and collection activities
resulting in a loss of General Fund revenue and the need for additional
General Fund appropriations to modify the computer systems and increase
staffing. These amounts are expected
to be significant and can not be determined at this time. These amounts are not reflected in the
table above. |
